ISLAMABAD: The Capital Development Authority (CDA) Board on Friday amended Employees (Service) Regulation, 1992 to eliminate delay in the finalisation of pending inquires.
Currently, over a hundred inquiries have been pending for a long time before various inquiry committees constituted by the CDA officials.
The pending inquiries include illegal appointments, theft of official files, illegal grant of house building finance, negligence in duty, financial embezzlements, favouring illegal housing societies, theft of official vehicles, issuance of fake licences for temporary cabins and many more.
The CDA Board met at the CDA Headquarters to discuss 23 agenda items. Islamabad Mayor and CDA Chairman Shaikh Ansar Aziz was the chief guest.
The board has approved amending in CDA Employees (Service) Regulation 1992 to address ordinate delays in completion of inquiries and the frequent extensions given to the defendants.
According to the amendment, the inquiry officer or a committee member who fails to discharge such additional functions with due diligence should be face departmental proceedings.
The board has approved that this may be done by extending the scope of regulation 8.03 to encompass grading instances of acts or omissions, whether by inefficiency, default or design proposed to be added as additional grounds for improving the quality of the inquiry proceedings via disciplinary proceedings.
Generally, the officers of the authority have welcomed the move. They said that it would speed up the process of the finalisation of inquiries. However, some of the officer dealing with the inquiries also expressed reservations over the decision.
“The decision to bound inquiry officers to a timeframe is a good thing. However, the real problem is the extra burden on authority’s officers and the exchange of inquiries between CDA employees,” a CDA official told Daily Times on the condition of anonymity.
“The officers are conducting inquiries against each other, which is against the spirit of justice,” he said.
Meanwhile, the board has also approved the renaming of four roads in Islamabad after Safwat Ghayur, Capt Mobin Shaheed, Aitazaz Hassan and Agha Nasir.
The board approved renaming Service Road (West) F-8 as Safwat Ghayur Shaheed Road; the double road in front of Police Lines, H-11 as Captain Mobeen Shaheed Road; and the service road D-12 as Aitazaz Hassan Shaheed Road. The CDA Board further approved renaming service road (East) F-11 as Agha Nasir Road. The approval is subject to endorsement by the federal cabinet.
